Abstract: This study analyzes the methodical application of cognitive neuroscience to the improvement of decision-making by military police officers in high-pressure operational environments, with emphasis on compliance with constitutional principles of legality, proportionality, and the protection of capital rights. Through a systematic literature review and grounded analysis, the research examines the underlying neurobiological mechanisms involved in decision-making under stress—a common characteristic of the operational environment faced by military police officers, particularly when engaged in police incidents.The findings further indicate that understanding the neuroscience of decision-making processes can help identify systematic cognitive biases that, if not overcome, may jeopardize both operational effectiveness and the legitimacy of actions taken by police officers. Accordingly, a holistic modeling framework is proposed to introduce cognitive training guidelines, neuroscience-based decision protocols, and institutional oversight systems, with the aim of ensuring a balance between performance optimization and respect for the capital guarantees of both police officers and the broader community.The incorporation of cognitive neuroscience training for military police officers is therefore considered essential not only for the modernization of Brazilian public security but also for strengthening the effectiveness and democratic legitimacy of state action.
